Question:
Can a person during Lent switch the "no fasting Sunday" to another day of the week if you are celebrating a birthday?
Answer:
The Church requires Catholics to fast only on Ash Wednesday and Good Friday. Fasting on other days is a matter of personal spirituality and is not regulated by the Church. Therefore, it is perfectly acceptable for someone to rearrange personal fasting days. Hopefully, if someone is engaged in fasting for personal spirituality, he would be discussing this with a spiritual director.
