Is "you should confess sins that had been forgotten for many years and then remembered" a recommendation or an obligation?
Answer:
We are obligated to confess all mortal sins. If we forget a mortal sin our confession is still valid but should be we remember it we are still obligated to confess it.
If it is a venial sin then it is not an obligation. While it is spiritually beneficial to confess venial sins we are not required to confess each one.
