Counselors are not the arbiters of the sacraments. A counselor cannot prevent a marriage from taking place. Even a priest needs a serious reason to refuse a marriage.
Catholics have a right to the sacraments (canon 843 §1), including marriage (canon 1058). So long as the couple understands what the Church teaches about marriage and agrees to it then there needs to be a serious reason to refuse the marriage. If, however, the couple rejects an essential element of the Church’s teaching on marriage (until death, faithful, and open to life) then the priest must refuse (canon 843 §2) since the sacrament would be invalid.
Of course, I do not know what the reasoning was for the counselors to recommend the couple not marry. The reasons may be serious or the reasons may be frivolous. The best advice I can give is to sit down with the parish priest and discuss the issues at hand.
