Answer:

The Catholic Church has no universal rule against children receiving the Precious Blood. In fact, in Eastern Catholic Churches it is the norm for children to receive the Precious Blood for First Communion.

Whether or not a child receives the Precious Blood would be dictated by local custom and, of course, by the parents of the child.
