May a Catholic politician or voter support a ban on abortion if it has an exception for pregnancies caused by rape and incest?

Answer:

Catholic politicians and voters may not support laws that maintain or increase abortion access, but they can support laws that limit abortion even if those laws still allow some abortions to be legal.

For example, in a country where abortion is legal for any reason, a Catholic politician could vote for an abortion ban with an exception for pregnancies caused by rape if he knows it’s not politically possible to pass a total ban on abortion. Pope St. John Paul II said, “When it is not possible to overturn or completely abrogate a pro-abortion law, an elected official, whose absolute personal opposition to procured abortion was well known, could licitly support proposals aimed at limiting the harm done by such a law” (Evangelum Vitae 73).
